Meet the Consulting Team

Judy Baskins, RN, BSN
Judy currently is the Physician Practices, Ambulatory Care Executive for Palmetto Health. She began her career as the founding director for Palmetto SeniorCare, one of the original On Lok demonstration programs that started in 1988. From there she established a consulting division for the provision of technical assistance, developed multiple geriatric programs including a geriatric fellowship program and a 15 physician practice staffed by geriatricians that serves an exclusive Medicare population. The practice recently received Level 3 accreditation from NCQA as a medical home. Previously her efforts focused on the implementation of an accountable care organization—Palmetto Health Quality Collaborative—where she served as the executive director of this strategic initiative for Palmetto Health.

She currently is responsible for the Palmetto Health Physician Network and Ambulatory Services at Palmetto Health. The Physician Network is comprised of approximately 210 physicians. In addition, Ms. Baskins oversees case management and discharge planning, care coordination and transitions, Palmetto SeniorCare (PACE Program) and the development and implementation of post acute care services. Responsibilities also include pursuing accreditation for all Palmetto Health physician practices as NCQA medical homes, population health management and management of high risk patient populations.

Ms. Baskins was the founding president and chair of the National PACE Association (NPA) Board and she is a member of the NPA Board, the NPA Public Policy Committee and the NPA Research Committee. She is a recipient of the USC School of Nursing outstanding alumni award and member of the Practice Change Fellowship Board, a national board funded by the John A Hartford and the Atlantic Philanthropic Foundations. She is an adjunct professor with the University of South Carolina School of Medicine and has made multiple presentations over the years including testimony to several congressional committees about the effectiveness of the PACE model of care. She recently completed Harvard’s Health Care Strategies Course.

In her consulting role she has assisted with the development of alternative care models for medically complex children, AIDS/HIV patients and Autistic young adults.

John Tucker, MHA
John Tucker, MHA has been providing PACE technical assistance services for more than eight years. His areas of expertise are development of financial pro formas, and demographic/geographic assessment of PACE potential.

John has completed more than 10 PACE feasibility studies and been a key component in the submission of three provider applications. He has proficiency working with state Medicaid offices as well as health care providers that are exploring PACE development in more rural locations. He also worked with the Palmetto SeniorCare CMS Provider Application Site Review, a highly successful review which resulted in recognition of five areas of "Best Practice" by CMS.    

Rhett Clark, MHA
Rhett Clark, MHA has expertise in the area of production of provider applications. He serves as technical advisor for contracts, provider networks, policy development and training materials. He also assists in the development, organization, and submission of statistical data, maps, and resources used in feasibility studies and pro formas.
