In 1995, Palmetto SeniorCare became one of the first PACE providers to develop a formal initiative to encourage widespread development of the PACE model, thus beginning Palmetto Health Senior Consulting (PHSC). Since that time, PHSC has used its considerable operational knowledge to help states and other organizations nationwide establish PACE programs. The mission to provide healthcare services to frail seniors in a manner that is both cost effective and elevates quality of life is now a national mission to assist other healthcare organizations in developing PACE programs.

Feasibility Study
The feasibility study assesses the viability of a potential PACE program in an identified market and consists of a demographic analysis of the service area, an environmental analysis (market trends, competition, and demand), an identification of state readiness issues, development of a financial pro forma model, work plan (optional), and a vision for the operational structure of the PACE model in that market. PACE Development
PACE Development is the preparatory milestone for the actual pursuit of an operational PACE program. During this stage, PHSC acts as a resource for the future PACE provider on issues such as organizational structure for the PACE program, fundraising, and provider application issues/strategies and potential waiver requests. PACE Development services also include working with state Medicaid agencies on statutory and regulatory requirements, rate setting, enrollment and eligibility, and policy development.

Provider Application Services
PACE Provider Application Services include assistance in the development and completion of the PACE provider application. PHSC also prepares PACE program management for the State Readiness Review through staff training (either on-site or at Palmetto SeniorCare) and through mock surveys.

Service Development
Service Development includes staff training, on-site interdisciplinary team training, operational reviews, and any troubleshooting necessary to improve operational efficiency.

Operational Reviews
Operational reviews are conducted for PACE programs seeking guidance in operational efficiencies and program improvement.

Our Heritage
Palmetto SeniorCare (PSC) became operational in 1988 as one of the five original On Lok replication sites for the PACE model. Originally formed as a joint venture of Palmetto Health Richland and the S.C. Department of Health and Environmental Control, PSC was developed as a collaboration between a public hospital and a state agency. PSC currently operates five PACE centers with an enrollment of approximately 400 participants and has served more than 1.500 frail elderly in central South Carolina.

In 2003, PSC was cited by the Center for Medicare and Medicaid Services (CMS) for "Best Practices" in five areas of service, (Transportation, Incorporating family/participant goals in the Care Plan, Care Coordination, Pharmacy, and Speech/Nutrition Therapy) the most of any PACE program nationwide.
